From what Wikipedia says, there’s a two situations that concern legal tender. 1. If you try and pay before a debt is incurred then the shop has the right to refuse your form of payment or require you to use a different form (No pennies). But, if it’s after the fact (the car is towed, you’re in debt) then by law it looks like their screwed and must take the pennies.

Actually you are wrong. This is true for private businesses as they don’t HAVE to accept legal tender, but a government agency or program must accept it because they are federal. Hence why the impound lot must accept the pennies.

The towing company did not have to accept the pennies. Rolled or not, they don’t need to accept them. Legal tender has *NOTHING* to do with it, you don’t even understand the term.
